The United boss has spent the last couple of days making enquires to see who is willing to join him at Elland Road for the Coca-Cola League campaign.
Danny Pugh has already joined from Manchester United but Blackwell has no money to spend on transfer fees but will have cash for wages and says early indications are proving encouraging.
He said in the YEP: "There are a lot of players out there who want to come to Leeds United and they are players who would take substantial wage cuts to come to the club.
"At the moment I'm trying to make some provisional agreements where we can get contracts in place for July 1 when players will be available. I've got a few names and I'll have a few more in place so we can move as and when we need to.
"I'm looking at quality and supplementing that with players who know the division and will be able to do a job. At this stage I don't want to reveal any names because I don't want other clubs knowing where I am looking or who I am looking at. It would be nice to shout it out, but it's important we don't show our hand."
Blackwell's appointment has boosted season ticket sales. United hope to break the 9,000 barrier this week, over halfway towards their 17,000 target.
