The Dalian Shide chairman has been negotiating with Man United over striker Dong's transfer for some time.
Despite the oil tycoon's bid for Leeds, Dong is expected to join the Old Trafford club in January.
Xu Ming said: "We hope to get Dong to England. It means Shide is making strides."
