The centre-half will join on a season's loan from French side Lens.
It is understood he was impressed with the club and that, if agreed, the initial loan deal could be made permanent at the end of the campaign.
The French international is confident the move to Leeds will work out for him. Speaking on the Leedsunited.com website Camara said:
"I was going to stay with Lens but Leeds told me they wanted me and made an offer to Lens.
"The French directors told me I could chose and I am very happy to come to England. I know I will be a winner.
"I have been in Leeds since Friday, I visited the facilities and the Elland Road stadium is fantastic.
"I also spoke a lot to coach Peter Reid. I think I will be in the first-team otherwise I would not have come here.
"Reid has already spoken to me about Leeds' first match with Newcastle, and he said to me: 'I don't want to see Shearer, you make sure he does not exist on the pitch'.
"I am really eager to start the new season. Playing against Manchester United, Arsenal, Liverpool, it is going to be crazy."
Camara is not expected to play in Wednesday's friendly with York City at Bootham Crescent, having flown back to France today to prepare for his move to Elland Road.
