The squad will be shortened to 23 next month for the tournament in Sweden starting on June 15. The Bradford-born midfielder made his England Under-21s debut in a 2-0 win over the Czech Republic at Bramall Lane in November.
The u-21s have a match against Azerbaijan at MK Dons on Monday, June 8, before leaving for Sweden.
