Eddie Gray rewarded Keegan's performances for the reserves by including him in the first team squad for the game at Birmingham City on Saturday.
Gray said: "Paul has been doing really well in the reserves so I decided to give him experience of travelling with the first team.
"The Academy has a very important role to play because although the club has been saved from administration there is still very little money about. The majority of the debt has gone, but the day-to-day running costs are the same. That is why the club is still in trouble.
"This club has produced a lot of home grown talent in the past and will continue to do so."
