The former Blackpool boss expressed his delight at securing the manager's job with Leeds, where he began his playing career.
The Ripon-born coach, who won promotion from League One with Blackpool in 2007, said: "I was fortunate to win promotion via the play-offs. We went on a run where we won the last 10 games of the season and then went up.
"It means I know what (League One) is all about. I would like to think we have an opportunity to do what Blackpool did. The group of players here are more than capable of doing it."
