Harvey will take part of the load off David Richmond and will work closely with Richmond and club secretary-director Ian Silvester.
Born and brought up in Leeds, the 34-year-old father of two wants to make it clear he is his own man with his own ideas of how things should be done.
He said: "Leeds have been a top club for many years so there has to be a lot of things that are right. To make judgements before I go in there would be a massive mistake.
"I hope I can help the new board of directors with my experience, ironing out some of the issues that may arise, hopefully before they occur. Football is my profession. It is not something I have bought into.
"This job is a big new challenge and I am committed to help make the club stronger."
