Rovers chief executive Dave Morris said: "We wanted to play the game but the weather on Friday put a stop to that."
The kick-off time had been brought forward to noon at the request of the police and he added: "To be fair to the groundsman by the time mid-day came along the pitch would have been playable other than one area down the side.
"I think the main factor was that the game had to kick off at noon. If we had been kicking off at 3pm then there wouldn't have been a problem."
The Rovers chief stated that the club would contact the Football League today with the aim of re-arranging the game for a week tomorrow.
He also confirmed: "We would have liked to have played this Tuesday but the police have already said that this would be an issue as they wouldn't have enough to police the stadium.
"We have lost an awful lot of money because of the postponement and it is very disappointing for everyone."
