The 18-year-old has signed a three-year contract after recovering from a long-term knee injury and academy manager Neil Thompson said: "Tom has come through a lot this last year with the operation and the re-hab.
"He has showed good character, persistence, and discipline. He has been patient and has come back and played in the under-18s again.
"He was out for nine months or so but he's a young player with plenty of potential and has to kick-on from here now."
