Bates has confirmed that Gary McAllister wants to add more quality to his squad in the January transfer window.
"It's in Gary's mind and a lot of conversations have taken place, but as ever at Leeds we don't discuss our business in public," the chairman told Yorkshire Radio.
"You will notice we haven't been linked with anyone and that's because we don't want to alert other clubs, and it doesn't make sense to scream from the rooftops and tell everyone who we want.
"All you do is get fans' expectations up, upset the club because you are unsettling their player, or if you get a knock-back it's a blow to your pride, particularly if they then talk to another club. And, of course, many, many transfers don't actually go through.
"We're better off doing what we're doing. There's a lot of things involved with transfer negotiations and that's why it's best behind the scenes and announced when it is done. But I can assure the fans that there are lots of discussions going on."
