Harvey said: "After over 10 years at Bradford City I felt it was the right time for a change and I am excited about the new challenges that await me at Leeds United.
"I appreciate after the period of time I have spent at Bradford some will view the move as a defection. However, I hope all those supporters I have come across during my time at the club will wish me well in the future in view of the commitment I have given to the club.
"I have offered my assistance in whatever way possible to the Administrators at Bradford to help them through the current difficulties. Whist I will be at Leeds on a daily basis, the board at Leeds were keen to allow me this freedom to assist, as they appreciate just how important a club is to its community and supporters.
"I will be based at Elland Road and work closely on a daily basis with managing director David Richmond. I also discussed the position with Simon Morris, one of David's fellow directors, before my appointment was approved by the whole board."
