The pair are currently on African Nations Cup duty with Cameroon and Senegal respectively, with Olembe poised to join Blackburn and Sakho another Premiership club before the closure of the transfer window.
Rovers will pick up the remainder of Olembe's loan deal, the player having joined from Marseille, as did winger Sakho.
The duo's agent Willie McKay said: "I have lined up deals for both players and they will be moving before the end of the transfer window.
"The only problem is they are both in Tunisia for the African Nations Cup. But I don't see a problem with either deal.''
