Jordan told the South London Press: "Either somebody comes up with the right deal or he stays with us. Ipswich wanted him on loan and were pleading poverty, but if they're so poor, why didn't they accept the £3m they were offered for Darren Bent?
"And Leeds, the way they messed Shaun about was a farce," added Jordan.
Palace failed to approve the player's loan move before last Wednesday's deadline, and the move collapsed.
Leeds remain hopeful a package can be brokered in the future.
But Jordan said he was flabbergasted by Leeds' handling of the deal.
"They tried to change the deal three or four times and took the mickey out of Shaun by initially offering him wages that are well below what he deserves. It was an insult to Shaun, so I phoned him and told him to come back straight away.
"Then they wanted him on loan and I agreed, as long as they could guarantee they'd make it a permanent deal. They couldn't come up with that guarantee so the deal was off."
