Milner, 18, is one of two new faces in the squad, the other being Manchester United midfielder David Jones.
Steven Taylor, who made his Newcastle United debut in midweek, retains his place in the squad after an impressive display in the recent 3-2 win over Holland, while the goalscorers from that game, Dean Ashton, David Bentley and Darren Bent also retain their places.
Former Huddersfield Town striker Jonathan Stead, who began with three goals in four games after his January transfer window move from to Blackburn, and Carlton Cole, on target for Charlton against Aston Villa yesterday, are both included.
